We inform you that from 1 May 2012 in accordance with the Decree No 1433 of the Government of the Republic of Lithuania of 7 December 2011 Amending Decree No 447 of the Government of the Republic of Lithuania of 21 April 2005 Implementing the Law on the Financing of the Road Maintenance and Development Programme of the Republic of Lithuania new amounts of the user charge payable by owners or operators of vehicles registered in the Republic of Lithuania and in foreign countries, including Member States of the European Union, enter into force.

Main Information
User Charge of Owners or Users of the Vehicles Registered in the Republic of Lithuania, Foreign Countries, including European Union Member States
 
 
When driving on the main Lithuanian roads A1–A18 by buses, heavy vehicles (N1–N3) and their combinations as well as special road vehicles, the user charge shall be paid.
 
From July 1, vehicle owners or users (drivers) who have paid the user charge are issued the document, vignette, confirming the payment of the user charge, which gives the right to use roads of the highest category in the Republic of Lithuania.
  
The vignette is a sticker containing two parts:
1) the main part and
2) the control coupon.
 
On the main part of the vignette the following is shown: years, months, days of validity, validity term; categories and logos of a particular vehicle the vignette is issued for (except for the one day vignette); a box for national registration number of the vehicle is provided; the user’s instructions are provided in Lithuanian and English;
 
On the control coupon the following is shown: years, months, days of validity, validity term; categories and logos of a particular vehicle the vignette is issued for (except for the one day vignette); a box for national registration number of the vehicle is provided.
 
Vignette is valid only if it is properly filled-in, marked; its main part is applied to the windscreen of the vehicle, as indicated in the user’s instructions; and if the control coupon is submitted.
 
National registration number of the vehicle shall be clearly indicated in an appropriate space on the main part of the vignette and the control coupon.
 
The beginning of the validity term shall be indicated by the seller by perforating the vignette in indicated places (indicating the month and day).
 
When acquiring the vignette, the owners and users (drivers) of the vehicle shall verify that the seller has properly indicated the beginning of the validity term.
 
The following legal acts regulate the user charge (available only in Lithuanian):

A3 Vilnius–Minsk (6.65–33.99 km);
A4 Vilnius–Varena–Grodno (15.51–134.46 km);
A5 Kaunas–Marijampole–Suwalki (0–97.06 km);
A6 Kaunas–Zarasai–Daugavpils (5.96–185.4 km);
A7 Marijampole–Kybartai–Kaliningrad (2–42.21 km);
A8 Panevezys–Aristava–Sitkunai (7.5–87.86 km);
A9 Panevezys–Siauliai (5–75.7 km);

This sign, specified in Annex 1 (No 840) to the Road Traffic Regulations, approved by Resolution No 1950 (State Bulletin 2003, No 7-263, No 88-3530) of the Government of the Lithuanian Republic, erected with the road number, marks the beginning of the toll road, for which bus or heavy vehicle‘s owners or holders shall pay the road user‘s charge.

Validity of Vignettes
There are 4 kinds of vignettes: one day, week, month and year.
 
One day vignette is valid for 24 hours from the start of the indicated term; the receipt of acquisition of the vignette must be provided (if no receipt is provided, vignette is valid until the hour 24 of the indicated day).
 
One week vignette is valid one week (7 days), respectively, until the hour 24 of the day indicated.
 
One month vignette is valid one month (30 days), respectively, until the hour 24 of the day indicated.
 
One year vignette is valid 12 months from the day indicated to the hour 24 of the last day of the last month.

Vignette Selling Points
Vehicle owners or users (drivers) may pay the user charge and buy the vignette(s) at Statoil, Lukoil, Baltic Petroleum, ORLEN Lietuva, EMSI petrol stations as well as at the LR border crossing points and other places marked by special signs.

Vignette is Invalid
The vignette shall be invalid and the user charge shall be regarded as not paid in the following cases:
 
  1. The vignette is of other price category or intended for other vehicle category than the actual vehicle except for the cases when the price of the vignette is higher than required for the actual vehicle;
  2. The main part of the vignette was not applied using its original sticky surface to the windscreen in the place indicated by the user instructions;
  3. The beginning of the validity term of the vignette is not properly indicated or not indicated at all, or if the validity term has ended, or if a day and/or month was indicated more than once;
  4. The national registration number is not entered clearly, entered more than once or not entered at all in the main part and/of coupon of the vignette, or if the number fails to correspond with the actual national registration number (indicated in the registration certificate of the vehicle) of the vehicle under inspection;
  5. Data (beginning of validity term and number, national registration number of the vehicle) indicated in the main part of the vignette and coupon differ;
  6. Failure to provide the control coupon.
 
In case any of the requirements above is not met during the inspection of the vehicle, the sanctions provided for by the Code of Administrative Law Violation of the Republic of Lithuania shall be imposed upon the owners and/or users (drivers) of the vehicle.

Vignette Replacement
ATTENTION
 
For replacement of a vignette in the Lithuanian Road Administration please register in advance by tel.: +370 5 232 9722, +370 5 232 9723, +370 5 232 9721.
 
 
Vignettes can be replaced in the following cases:
 
1. Broken or cracked windscreen of the main part of vehicle the vignette was applied to.
 
To replace the vignette, vehicle owners or users (drivers) shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the control coupon;
2) the registration certificate of the vehicle;
3) the receipt of acquisition of the vignette or the invoice, etc.
 
 
2. Road accident or fire in the vehicle and if the vehicle is damaged irreparably.
 
To replace the vignette, vehicle owners or users (drivers) shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the control coupon if it was not destroyed during the accident;
2) the document from the police and/or a rescue service on the investigation conducted (a copy of the protocol or a copy of declaration of accident);
3) a document from independent experts or an insurance company regarding finding the vehicle unserviceable, or write-off act of long-term property, or a Certificate of Destruction of a scrapped vehicle;
4) the registration certificate of the vehicle.
5) the receipt of acquisition of the vignette or the invoice, etc.
 
 
3. Theft of the control coupon.
 
To replace the vignette, vehicle owners or users (drivers) shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the main part of the vignette that at least 3 of 7 numbers of the series and the letter are visible;
2) a note from the police regarding theft;
3) a registration certificate of the vehicle if it was not lost during the accident;
4) the receipt of acquisition of the vignette or the invoice, etc.
 
 
4. Theft of the vehicle.
 
To replace the vignette, vehicle owners or users (drivers) shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the control coupon if it was not lost during the accident;
2) the document from the police and (or) an insurance company on the investigation conducted;
3) the registration certificate of the vehicle if it was not lost during the accident;
4) the receipt of acquisition of the vignette or the invoice, etc.
 
5. The national registration plate number indicated incorrectly.
 
To replace the vignette, vehicle owners or users (drivers) shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) a vignette;
2) the registration certificate of the vehicle for which the vignette was acquired;
3) the receipt of acquisition of the vignette or the invoice, etc.
 
In the case specified in Clause 5, letters of application on the replacement of vignettes and other related documents shall be submitted not later than in 5 days from the day of acquisition of the vignette. The vignette must be original; the coupon shall not to be separated from the main part of the vignette or unstuck from the back side or otherwise technically damaged  (except for the indication of the date of validity). The plate number on the vignette to be replaced shall be entered clearly, not entered more than once.
 
If the receipt of acquisition of the vignette is not submitted, the beginning of the validity of vignette shall be indicated from the first day of the month, as indicated in the coupon. Weekly and monthly vignettes are replaceable if the receipt of acquisition of the vignette is submitted. Daily vignette is not replaceable.
 
The vignette shall be changed at the Lithuanian Road Administration during its validity term. The replaced vignette shall have the same validity term and vehicle category. When replacing the vignette no additional charges are paid.
 
When changing the national registration plate of the vehicle the vignette remains valid despite the fact it indicates the old national registration number. During the inspection of the vehicle the owner or user (driver) of the vehicle shall provide documents proving that the national registration number indicated in the vignette used to belong to the same vehicle.

Fines
Failure to pay the user charge for using roads of the highest category imposes a fine from 600 to 2,600 Litas (LR Administrative Code, Article 148)
