Main Information
Road User Charge
  
When driving on the main Lithuanian roads A1–A18 by buses, heavy vehicles (N1–N3) and their combinations as well as special road vehicles, the user charge shall be paid.
 
From 1 July 2007, vehicle owners or users (drivers) who have paid the user charge are issued the document, vignette, confirming the payment of the user charge, which gives the right to use the main roads of the highest category in the Republic of Lithuania.
 
The vignette is a sticker containing two parts:
1) the main part and
2) the control coupon.
 
On the main part of the vignette the following is shown: year, month, days of validity, validity term; categories and logos of a particular vehicle the vignette is issued for; a box for the state registration number of the vehicle is provided; the user’s guidelines are provided in Lithuanian and English.
 
On the control coupon the following is shown: validity year, validity term (days, weeks, months, years), categories and logos of a particular vehicle the vignette is issued for; a box for the state registration number of the vehicle is provided.
 
There are four types of vignettes: daily, weekly, monthly and yearly, which come in different colours: green, blue, orange and red, respectively.
 
Vignette is valid only if it is properly filled-in and marked; its main part is applied to the inside surface of the windscreen, as indicated in the user’s guidelines; and if the control coupon is submitted.
 
The state registration number of the vehicle shall be clearly indicated in an appropriate space on the main part of the vignette and the control coupon.
 
The beginning of the validity term shall be indicated by the seller by perforating the vignette in indicated places (indicating the year (except for the one year vignette), month and day).
 
When acquiring the vignette, road users shall verify that the seller has issued a vignette of a required type and vehicle category and has properly indicated the beginning of the validity term. Road users shall take responsibility for using the main part of the vignette of a different type, category, improperly marked or not marked at all, incorrectly filled-in or not filled-in as well as not applying the vignette to the windscreen of the vehicle.

Toll Roads
User charge shall be paid for using the following roads of the highest category (main roads) from A1 to A18:
 
A1 Vilnius–Kaunas–Klaipėda (10.15 – 91.00 km; 102.93 – 303.74 km);
A2 Vilnius–Panevėžys (12.00 – 132.70 km);
A3 Vilnius–Minsk (6.65 – 32.91 km);
A4 Vilnius–Varėna–Grodno (15.51 – 133.96 km);

This sign, specified in Annex 1 (No 840) to the Road Traffic Regulations, approved by Resolution No 1950 (State Bulletin 2003, No 7-263, No 88-3530) of the Government of the Lithuanian Republic, erected with the road number, marks the beginning of the toll road, for which bus or heavy vehicle‘s owners or holders shall pay the road user‘s charge.

Validity of Vignettes
There are 4 kinds of vignettes: one day, week, month and year.
 
One day vignette is valid until 00.00 on the indicated day (if the receipt issued on the same day as indicated on the vignette is provided, the vignette is valid for 24 hours from the issue of the receipt).
 
One week vignette is valid one week (7 days) (e.g. from 20-01-2016 until 26-01-2016 inclusive).
 
One month vignette is valid until the same day of the next month (e.g. from 20-01-2016 until 19-02-2016 inclusive).
 
One year vignette is valid 12 months (e.g. from 20-01-2016 until 19-01-2017 inclusive).

Vignette Selling Points
Vehicle owners or users (drivers) may pay the user charge and buy the vignette(s) at Statoil, Lukoil, Baltic Petroleum, ORLEN Lietuva, EMSI petrol stations as well as at the LR border crossing points and other places marked by special signs.

Vignette is Invalid
The vignette shall be invalid and the user charge shall be regarded as not paid in the following cases:
 
  1. The vignette is of other price category or intended for other vehicle category than the actual vehicle except for the cases when the price of the vignette is higher than required for the actual vehicle;
  2. The main part of the vignette was not applied using its original sticky surface to the windscreen in the place indicated by the user instructions;
  3. The beginning of the validity term of the vignette is not properly indicated or not indicated at all, or if the validity term has ended, or if a day and/or month was indicated more than once;
  4. The national registration number is not entered clearly, entered more than once or not entered at all in the main part and/of coupon of the vignette, or if the number fails to correspond with the actual national registration number (indicated in the registration certificate of the vehicle) of the vehicle under inspection;
  5. Data (beginning of validity term and number, national registration number of the vehicle) indicated in the main part of the vignette and coupon differ;
  6. Failure to provide the control coupon.
 
In case any of the requirements above is not met during the inspection of the vehicle, the sanctions provided for by the Code of Administrative Law Violation of the Republic of Lithuania shall be imposed upon the owners and/or users (drivers) of the vehicle.

Vignette Replacement
ATTENTION
 
For replacement of a vignette in the Lithuanian Road Administration please register in advance by tel.: +370 5 232 9740, +370 5 232 9697, +370 5 232 9721.
 
 
Vignettes can be replaced in the following cases:
 
1. When the windscreen of the vehicle the main part of the vignette was applied to was broken or cracked.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the vignette‘s control coupon;
2) a copy of the vehicle's registration certificate;
3) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
2. If the vehicle is damaged irreparably in case of a road accident or fire as well as in case of breakdown of the vehicle when its repair is inexpedient.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the control coupon if it was not destroyed during the fire;
2) the document from the state company Regitra on the withdrawal of the vehicle from the Road Vehicle Register Database;
3) the document from a certified utilization company confirming the acceptance to utilize the vehicle;
4) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
3. In case of loss of the control coupon.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the main part of the vignette that at least 3 of 7 numbers of the series and the letter are visible;
2) a copy of the vehicle's registration certificate;
3) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
4. In case of theft of the vehicle.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the control coupon if it was not lost during the accident;
2) the document from the police and (or) an insurance company on the investigation conducted;
3) a copy of the vehicle's registration certificate unless it was lost during an accident;
4) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
5. In case of failure to write the vehicle‘s state registration number on the vignette and/ or the vignette‘s control coupon correctly.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the vignette;
2) a copy of the vehicle's registration certificate, for which an application to issue a vignette registration was submitted;
3) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
6. In case of selling the vehicle.
 
To replace the vignette, road users shall submit a letter of application and the following documents to the Lithuanian Road Administration:
1) the vehicle‘s sale-purchase agreement;
2) the vignette‘s control coupon;
3) a receipt, an invoice or any other document certifying the acquisition of the vignette.
 
 
In the case specified in Clause 5, a letter of application on the replacement of the vignette and other related documents shall be submitted by road users to the Lithuanian Road Administration not later than in 5 days from the day of the acquisition of the vignette. The vignette to be replaced must be original, i.e. the control coupon shall not to be separated (torn) from the main part of the vignette or unstuck from the main part or otherwise technically damaged (except for the indication of the date of validity). The state registration number on the vignette to be replaced shall be entered clearly, not more than once.
 
The vignette shall be replaced at the Lithuanian Road Administration during its validity term. The replaced vignette shall have the same validity term. In cases specified in Clauses 1 and 3, the replaced vignette is issued for the same vehicle, and in cases specified in Clauses 2, 4, 5 and 6, for another but of the same category vehicle. If the receipt of acquisition of the vignette or the invoice, etc. is not submitted or the exact date of the vignette acquisition is not clear from the documents submitted, the beginning of the validity of the vignette shall be indicated from the first day of the month, as indicated in the coupon. Weekly and monthly vignettes are not replaceable in the case indicated in Clause 6, and in other cases, they are replaceable only when the receipt of the vignette acquisition or invoice, etc. is submitted. When replacing the vignette no additional charges are paid.
 
When replacing the state number plates, the vignette remains valid despite the fact it indicates the old state registration number. During the inspection of the vehicle the owner or user (driver) of the vehicle shall provide documents certifying that the state registration number indicated in the vignette used to belong to the same vehicle.

Penalties
Failure to pay the vehicle owner‘s or user‘s charge for the use of the highest category roads (main and national) by vehicles of categories M2 and N1 imposes a fine* from 173 to 347 EUR on vehicle owners (users) or drivers.
 
Failure to pay the vehicle owner‘s or user‘s charge for the use of the highest category roads (main and national) by vehicles of categories M3, N2 and N3 imposes a fine from 347 to 753 EUR on vehicle owners (users) or drivers.
 
Failure to pay the vehicle owner‘s or user‘s charge for the use of the highest category roads (main and national) by special purpose road vehicles designed for special purposes, but not for the carriage of goods, imposes a fine from 115 to 347 EUR on vehicle owners (users) or drivers.
 
Failure to pay the vehicle owner‘s or user‘s charge for the use of the highest category roads (main and national) by the owners, agricultural entities, of the vehicles of categories N1–N3, gross laden weight of which is up to 16 tonnes (inclusive), imposes a fine from 115 to 347 EUR on vehicle owners (users) or drivers.
 
Failure to submit a document confirming the payment of the vehicle owner‘s or user‘s charge for the use of the highest category roads (main and national) by the vehicles specified in Items 1-4 of this Article imposes a fine from 86 to 144 EUR on vehicle owners (users) or drivers.

* A fine is imposed by a court when you are convicted of a criminal offence. A penalty is issued by an appropriate authority when you have not complied with the law but you have not committed a criminal offence. This means you do not get a criminal record e.g. parking and fare evasion. If you fail to pay the penalty, you will have to go to court and may then have to pay a fine and get a criminal record.
