“Development  of Infrastructure of the Lithuania and Poland borderline roads”
 
   
Main purpose of the Implementation of European Union initiative INTERREG IIIA Lithuania, Poland and Kaliningrad Region of Russian Federation Neighbourhood Programme Project Nr. 2005/201 “Development of Infrastructure of the Lithuania and Poland borderline roads” is to restore sections of the main roads between Lithuania and Poland for the needs of the borderline citizens and because of tourism development. The task of the Lithuanian Road Administration under the Ministry of Transport and Communications as one of the partners of this project is to rebuild the continuances of four regional roads of national significance, connecting the countries Lithuania and Poland.
 
These planned to reconstruct prolongations of the regional roads have been passable roads before the Second World War. But after the Soviet System has established itself, the border land on the side of Lithuania up to 1,6 km from the borderline became restricted the no-go area. The roads there were physically destroyed, in some places that area was overgrown with bushes and trees.
 
Presently Lithuanian Road Administration under the Ministry of Transport and Communications has announced the tender (in the supplement “Informaciniai Pranešimai” No. 31(2) of the Lithuanian official gazette “Valstybės Žinios”) on the repair and cover reconstruction of the continuances of regional roads of national significance (the section No. 14 Kalėdiškiai−Markiškiai of the road No. 2524 Gudeliai−Kalėdiškiai−Markiškiai (9.31−10.04 km), and the section No. 12 Galiniai−Burbiškiai of the road No. 2511 Lazdijai−Galiniai−Burbiškiai (9.20−9.47 km)).
It is planned to start works in June this year.
 
Restoration works of another two prolongations of the regional roads of national significance (the section No. 2 Varteliai−Burniškiai of the road No. 5144 Vištytis−Varteliai−Burniškiai (9.70−10.68 km) and the section No. 7 Liubavas−Pašešupė of the road No. 2653 Žiogaičiai−Pašešupė (0.00−0.83 km)), which at the moment are in the forest-purpose area, will start after the announcement of decision of the government of Lithuanian Republic on the alteration of forest-purpose area into the area of another purpose (road construction).

Prepared investment project of the project “Preparation of the Technical documentation Necessary for the Reconstruction on Lithuania – Latvia Border”
 
About the project. Declarant of the project Preparation of the Technical documentation Necessary for the Reconstruction on Lithuania – Latvia Border“, No. SIV-133 is Pakruojis District Municipality Administration. There are 11 partners from Lithuania and Latvia involved in the project. The partners have been selected according to the common needs of the regions. 5 partners are form Lithuania (Pakruojis, Akmene and Joniskis Districts Municipalities, Lithuanian Road Administration under the Ministry of Transport and Communications also PI „Šiauliai Region Development Agency“) and 6 partners from Latvia (Aizkraukle, Bauska, Dobele, Jekabpils and Jelgava District Municipalities, and PI „Zemgales region Development Agency“).
 
Aim of the project is to improve local communications, infrastructure and transport links in border regions by preparing investment project for reconstruction of the roads on Lithuania – Latvia border.
Project also targets to ensure a free movement of goods, transport and people, to stimulate the development of economy and tourism in the regions, to strengthen cultural cooperation and cross border communication.
 
Project implementation period: the beginning of the project is September 1, 2006 and the end of the project – December 31, 2007.
 
The result of project implementation is preparation of the investment project. The investment project was prepared by the Public Institution „NPR“ which won the public competition organized by Pakruojis District Municipality.
During the period of project implementation an investment project has been prepared for the roads on Lithuania – Latvia border:
·        Jelgava (Latvia) – Tervete (Latvia) – Lithuania border;
·        Suginciai (Lithuania) – Aguoniai (Lithuania) – Latvia bord;
·        Saulete (Latvia) – Daunoriskės (Lithuania);
·        Akniste (Latvia) – Lithuania border;
·        Bauska (Latvia) – Berzi (Latvia) – Adzuni (Latvia) – Lithuania border;
·        Blankelfelde (Latvia) – Deni (Latvia);
·        Zeimelis (Lithuania) – Vileisiai (Lithuania) – Adzuni (Latvia).
·        Jekabpils (Latvia) – Lithuanian border (Nereta);
·        Zagetava (Latvia) – Nereta (Latvia) – Sleki (Latvia);
·        Pandelys (Lithuania) – Suvainiskis (Lithuania) – Nereta (Latvia).
During the Project implementation period were organized meetings of working groups, informational seminars, were prepared informative articles, informative leaflets, brochures, TV report by the PI „Šiauliai Region Development Agency“ and PI „Zemgales region Development Agency“.

Implementing European Union initiative INTERREG IIIA Lithuania, Poland and Kaliningrad Region of Russian Federation Neighborhood Programme Project No. 2005/201 “Development of Infrastructure of the Lithuania and Poland borderline roads” under the order of the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – the Road Administration) reconstruction works of the sections of two regional roads of national significance (the section No. 14 Kalėdiškiai−Markiškiai of the road No. 2524 Gudeliai−Kalėdiškiai−Markiškiai (9.31−10.04 km), and the section No. 12 Galiniai−Burbiškiai of the road No. 2511 Lazdijai−Galiniai−Burbiškiai (9.20−9.47 km)) are pursuing. The contract agreement of these works was signed on 4 of June 2008 with JSC Alkesta. The end of works is planned by 30 of November 2008.
 
The beginning of works of regional roads of national significance provided in the project No. 2005/201 was delayed regarding unpredictable situation. The reconstruction works of these two roads sections will not be completed till the end (till 31 of August 2008) of the project No 2005/201 “Development of Infrastructure of the Lithuania and Poland borderline roads” implementation. The Road Administration is planning to complete the works by the means of Road Maintenance and Development Programme of the Republic of Lithuania.

Implementing European Union initiative INTERREG IIIA Lithuania, Poland and Kaliningrad Region of Russian Federation Neighborhood Programme Project No. 2005/201 “Development of Infrastructure of the Lithuania and Poland borderline roads” (hereinafter – the Project), the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – the Road Administration), as partner of the Project, had an obligation to reconstruct during an implementation of this Project the sections of two regional roads of national significance (the section No. 14 Kalėdiškiai−Markiškiai of the road No. 2524 Gudeliai−Kalėdiškiai−Markiškiai (9.31−10.04 km), and the section No. 12 Galiniai−Burbiškiai of the road No. 2511 Lazdijai−Galiniai−Burbiškiai (9.20−9.47 km)).
The beginning of works of the sections of regional roads of national significance provided in the Project was delayed regarding unpredictable situation. The reconstruction works of these two roads sections were not completed till the end (till 15 of October 2008) of the Project. But all planned undertakings of the Road Administration were performed till the end of the Project and the reconstruction works of these two roads sections were extended by the means of Road Maintenance and Development Programme of the Republic of Lithuania. Under the order of the Road Administration reconstruction works of these sections of two regional roads of national significance were performed by JSC Alkesta. The end of contract with JSC Alkesta was planned at 30 of November 2008, but all works were completed before. Reconstructed sections of two regional roads of national significance were accepted by the national committee on 18 November of 2008.

Reconstruction works of the prolongations (Varteliai−Burniškiai, Vygreliai−Sūduva, Liubavas−Pašešupė) of the regional roads of national significance have been started
                                                   
 
Reconstruction works of the prolongations of the regional roads of national significance (the prolongation No. 2 Varteliai−Burniškiai of the road No. 5144 Vištytis−Varteliai−Burniškiai (9,70−10,68 km), the prolongation No. 5 Vygreliai−Sūduva of the road No. 5142 Vygreliai−Sūduva* (0,90−2,25 km) and the prolongation No. 7 Liubavas−Pašešupė of the road No. 2653 Žiogaičiai−Pašešupė (0,00−0,83 km)) have been started.
Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – the Road Administration) as the partner of the project No. 2005/201 „Development of Infrastructure of the Lithuania and Poland borderline roads”, implemented in the period 2005 – 2008 years, has assumed an obligation to reconstruct the prolongations of the regional roads, provided in this project. Due to the irregularities (when the project was implementing), which have not been caused by the Road Administration, the reconstruction works on these prolongations of the regional roads had not started till the end of the project (i.e. till 15 October 2008), although the Road Administration was thoroughly capable to meet its own engagements, provided in the project.
On 17 of December 2008 the Road Administration on its own initiative has announced the public procurement tender of reconstruction works of the section No. 2 Varteliai−Burniškiai of the road No. 5144 Vištytis−Varteliai−Burniškiai (9,70−10,68 km), the section No. 5 Vygreliai−Sūduva of the road No. 5142 Vygreliai−Sūduva* (0,90−2,25 km) and the section No. 7 Liubavas−Pašešupė of the road No. 2653 Žiogaičiai−Pašešupė (0,00−0,83 km). On 27 of January 2009 the contract agreements have been signed with the JSC „Parama”. The reconstruction works did not start from the day of signing the contract agreements regarding bad weather conditions (only insignificant preparatory works were commenced).
It is anticipated to complete reconstruction works on these prolongations of regional roads up to June 2009, in spite of bad weather conditions and irregularities, when the main partner of the project did not ensure all conditions necessary for completion of the works.

Reconstructed five prolongations of the regional roads on the borderline of Poland
                                                       
 
Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – the Road Administration) was delivered as the partner in implementation of the project No. 2005/201 „Development of Infrastructure of the Lithuania and Poland borderline roads” of programme INTERREG IIIA. The Road Administration has assumed an obligation to reconstruct five prolongations of the regional roads, provided in this project.
During the project the Road Administration reconstructed only two of the planned prolongations of the regional roads: the prolongation No. 14 Kalėdiškiai−Markiškiai of the road No. 2524 Gudeliai−Kalėdiškiai−Markiškiai (9,31−10,04 km) and the prolongation No. 12 Galiniai−Burbiškiai of the road No. 2511 Lazdijai−Galiniai−Burbiškiai (9,20−9,47 km).
Reconstruction works of other prolongations of the regional roads on the borderline of Poland – the prolongation No. 2 Varteliai−Burniškiai of the road No. 5144 Vištytis−Varteliai−Burniškiai (9,70−10,68 km), the prolongation No. 5 Vygreliai−Sūduva of the road No. 5142 Vygreliai−Sūduva (0,90−2,25 km) and the prolongation No. 7 Liubavas−Pašešupė of the road No. 2653 Žiogaičiai−Pašešupė (0,00−0,83 km), the Road Administration had started on its own initiative when the project of the programme INTERREG IIIA was finished. On 27 of January 2009 the contract agreements were signed with the JSC „Parama” and reconstruction works were started regarding the weather conditions. The works were finished on 31 of May 2009.
The decision of the possibility to request additional funding for the unachieved aims provided in the project of programme INTERREG IIIA was issued on February 2009. The additional funding was enabled to finish unachieved works provided in this project and to retrieve the part of expenditures of activities finalized till 1 June 2009.
