Development of IXB Transport Corridor in the Years 2004–2006
International corridors are the most important part of Lithuanian Road network. Though there are still (many) sections falling behind the requirements for transport corridors. The main objective of this project – to reconstruct these sections and to ensure safe and convenient traffic conditions in conformity with the level of traffic volume, road significance and international standards. It is anticipated that the benefit of IXB transport corridor reconstruction is as follows:
· better and higher quality road traffic conditions;
· reduced accident rate;
· reduced vehicle operating costs;
· strengthened road pavement structure;
· slower pavement degradation and longer pavement service life;
· lower costs of road repair and routine maintenance.

Project “Development of Roads (E85 Lyda–Vilnius) and E272 (Vilnius–Panevėžys–Šiauliai–Palanga) of Transeuropean Transport Network. Reconstruction and reinforcing of cover of Road Vilnius–Panevėžys–Šiauliai–Palanga (I stage)”
The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 “Development of Trans-European Transport Networks“ instrument VP2-5.1-SM-01-V “Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters".
Additional TEN-T links make the important part of Lithuanian road network. Roads E85 (Lyda–Vilnius) and E272 (Vilnius–Panevėžys–Šiauliai–Palanga) of Transeuropean Transport Network cross the territory of Lithuania from the southeast to the west, connecting border post of Šalčininkai with Klaipėda and Palanga in the west. Roads E85 and E272 in the territory of Lithuanian Republic pass along the main roads: A15 Vilnius-Lyda; A2 Vilnius-Panevėžys; A17 Panevėžys bypass; A9 Panevėžys-Šiauliai; A11 Šiauliai-Palanga.
There are still many sections falling behind the requirements for traffic volume and axle load. The main objective of this project – to reconstruct these sections and to ensure safe and convenient traffic conditions in conformity with the level of traffic volume, road significance and international standards.
After having evaluated possible alternatives an utmost attention will be devoted to reinforcing of cover of Road E272 Vilnius–Panevėžys–Šiauliai–Palanga, to reconstruction of bridges, to implementation of traffic safety and environmental measures.
Implementation of works planned in the budget of the years 2007-2013 of the Program of European Union for structural assistance on the roads E85 and E272 will result in the following benefit:
· improved image of Lithuania as a Transit State;
· improved road traffic conditions for the international traffic, passing from Aleksandropol, Budapest, Černovcy, Lyda to Klaipėda, also inside the country;
· reinforced cover construction allows to hold a maximum pressure limit on the axis of 11,5 t instead of 10t;
· suspended rapid degradation of cover;
· longer cover service life;
· eliminated deep tracks which present a danger to the safe traffic;
· lower costs of road repair and routine maintenance;
· reduced vehicle operating costs;
· reduced accident rate;
· shorter travel time;
· reduced negative environmental impact.

After performing of works foreseen in the strategic development program the infrastructure of IXB transport corridor, part of which the road E85 (Vilnius – Kaunas – Klaipėda) is, will be improved and the following benefits will be achieved:
· improved image of Lithuania as a transit country;
· improved traffic conditions;
· reduced accident rate;
· reduced vehicle operating costs;
· strengthened road pavement structure;
· slower pavement degradation and longer pavement service life;
· lower costs of road repair and routine maintenance.
On 23 November 2009 the Agreement of financing and administration of the project No VP2-5.1-SM-01-V-01-007 “Reconstruction of Road E85 (Vilnius–Kaunas–Klaipėda) of Transeuropean Road Network. Pavement reconstruction” No 1F-155 was signed between the Lithuanian Road Administration under the Ministry of Transport and Communications, Transport Investment Directorate and the ministry of Transport and Communications of the Republic of Lithuania.

The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 “Development of Trans-European Transport Networks“ instrument VP2-5.1-SM-01-V “Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters".
International corridors crossing our country are the main part of the Lithuanian road network. Road E262 of the Transeuropian network, merging on Lithuanian territory with main road A6 Kaunas–Zarasai–Daugpilis, is one of the links of network of the European transport corridors. There are still some sections of this road falling behind the requirements for international roads. The main objective of the project is the improvement of road technical parameters, adapting them to the growing traffic volume, the improvement of traffic conditions, the preservation of harmony with environment.
After performing of works foreseen in the strategic development programmme for road E262 of the Transeuropian network the following benefits will be achieved:
· improved image of Lithuania as a transit state;
· improved road traffic conditions;
· reduced accident rate;
· reduced vehicle operating costs;
· slower pavement degradation and longer pavement service life;
· lower costs of routine maintenance.

Development of Road E67 (VIA BALTICA) of Transeuropean Road Network
Project „Development of Road E67 (VIA BALTICA) of Transeuropean Road Network. Completion of Road Strengthening and Reconstruction of Marvelė intersection“
The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 “Development of Trans-European Transport Networks“ instrument VP2-5.1-SM-01-V “Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters".
I Transport Corridor (VIA BALTICA) cross the territory of Lithuania in the south-north direction connecting two posts of border crossing of Lithuanian Republic - Saločiai and Kalvarija. In the territory of Lithuanian Republic five main roads constitute the I Transport corridor: A10 Panevėžys–Pasvalys–Ryga, A17 Panevėžys bypass, A8 Panevėžys–Aristava–Sitkūnai, A1 Vilnius–Kaunas–Klaipėda, A5 Kaunas–Marijampolė–Suvalkai. This Corridor goes with European Road E67 and on the separate sections – with other Transport Corridors of all Europe: with Transport Corridor IXB - on the Road A1 section from 102,04 km to 114,54 km; with Transport Corridor IXD - on the Road A5 section from 0,0 km to 63,76 km;
After completion of works in the period of years 2004-2006 on this transport corridor the number of sections, which did not correspond the requirements was reduced; however the main problem remains on the sections with still increasing traffic volume. After having evaluated possible alternatives and especially when traffic of freight vehicles is still on the increase an utmost attention in the stage of years 2007-2009 will be paid for reinforcement of roads’ cover and reconstruction of dangerous intersection.
The main objectives of the project:
- reconstruction and reinforcing of road cover, degraded due to the increased traffic volume;
- implementation of missing traffic safety measures and reconstruction of the actual;
- reconstruction of crossing which causes biggest problems; reduction of negative road impact upon the environment;

The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 “Development of Trans-European Transport Networks“ instrument VP2-5.1-SM-01-V “Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters".
The Jakai roundabout is an entrance gate to Klaipėda, the most northern ice-free port of the Baltic Sea, and the only port in the Republic of Lithuania. It is also the distribution point of the flows of holidaymakers coming to the Lithuanian seaside. It is one of the most important regions in the road infrastructure of Lithuania as it contains one of the largest local and transit traffic flows of goods and passengers. The main part of these flows is distributed on the roads Vilnius–Kaunas–Klaipėda, Klaipėda–Liepaja and Kaunas–Jurbarkas–Klaipėda, which cross at the Jakai junction. The junction is also part of IXB Transport Corridor which is an important connection in the European Union.
The goal of the project is to reconstruct the road sections which do not meet the requirements set for transport corridors as well as to ensure safe and comfortable traffic conditions conforming to the level of traffic volumes, the road significance and international standards.
When the Jakai roundabout reconstruction works are completed, the infrastructure of roads, joining European transport corridors, will be improved and the following benefits will be achieved:
· Improved image of Lithuania as a transit country
· Improved traffic conditions, especially during the summer season
· Reduced negative environmental impact
· Reduced accident rate
· Improved business conditions in the Klaipėda free economic area and in the seaside region
· Reduced vehicle operating costs.
The following works will be completed under this project:
- Construction of a new road – km 1.02
- Reconstruction of the existing road – km 0.34
- Construction of a new skyway (length km 0.61) of four traffic lanes
- Construction of a tunnel viaduct (length km 0.024)
- Installation of traffic lights in a tunnel
- Reconstruction of road engineering networks and installation of lighting on the Jakai junction.

IA Transport Corridor (road E77 (A12) Riga–Šiauliai–Tauragė–Kaliningrad) is an important connection in the Lithuanian and TEN-T road infrastructure. This road connects Riga (the capital of Latvia) with Gdansk (Poland) through Kaliningrad area in the direction of north-south. Despite of visa regime, which was established between Lithuania and Kaliningrad region, on 1 July 2003, the relationships in the field of tourism and trade are being developed. Thus it is very important to reconstruct the road for safer and more comfortable transit traffic on IA Transport Corridor. It is necessary to widen the road, to strengthen road pavement and to implement road safety measures.
The goal of the project is to reconstruct the road sections which do not meet the requirements set for transport corridors as well as to ensure safe and comfortable traffic conditions conforming to the level of traffic volumes, the road significance and international standards.
When the Project works are completed, the following benefits will be achieved:
– Improved image of Lithuania as a transit country
– Improved traffic conditions, especially for vehicles travelling from Latvia to Poland and other European countries
– Reduced negative environmental impact
– Reduced accident rate
– Width of road pavement conforming to the technical requirements
– Strengthened road pavement construction from 10 to 11.5 tonnes axle loading
– Slower pavement degradation and longer pavement service life
– Lower costs of road repair and routine maintenance
– Reduced vehicle operating costs
– Reduced travelling time.

The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 Development of Trans-European Transport Networks“ instrument VP2-5.1-SM-01-V Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters.
Roads E85 (Vilnius–Lida) and E272 (Vilnius–Panevėžys–Šiauliai–Palanga) of Trans-European Network cross Lithuania from south east to west, connecting the Lithuanian borderline office in Šalčininkai with western Lithuania. European road E272 in Lithuania starts on the seaside and reaches Vilnius through Šiauliai and Panevėžys. In Šiauliai transport corridor IA, leading to Riga, in Panevėžys Via Baltica (I transport corridor), leading to Riga and Tallinn, as well as an important road Panevėžys–Daugavpils, leading to Latvia and Russian Federation (Saint Petersburg) integrate into this road. In Vilnius, it is crossed by transport corridor IXB, leading to Minsk and Moscow. Road E85 from Vilnius continues to the Lithuanian border with Belarus and crosses the territories of Belarus, Romania and Greece.
The project is focused on the development of roads E85 (Vilnius–Lida) and E272 (Vilnius–Panevėžys–Šiauliai–Palanga) of Trans-European Network. As traffic volumes have been increasing on these roads, they shall be upgraded ensuring safe and comfortable traffic conditions meeting the level of traffic volumes, the road significance and international standards.
When the Project works are completed, the following benefits will be achieved:
· improved image of Lithuania as a transit country;
· improved traffic conditions;
· width of road pavement conforming to the technical requirements;
· strengthened road pavement construction from 10 to 11.5 tonnes axle loading;
· reduced accident rate;
· reduced vehicle operating costs;
· slower pavement degradation and longer pavement service life;
· lower costs of road repair and routine maintenance;
reduced negative environmental impact;
reduced travelling time.
The Project includes:
- reconstruction of 6.51 km of road pavement;
- construction of 1.39 km of pedestrian and cycling paths;
- construction of 5.23 km of access road with pedestrian and cycling paths;
- construction of 4.84 km of access road without pedestrian and cycling paths;
- construction of 1.37 km of access roads in junctions;
- construction of roundabout;
- construction of tunnel for pedestrians and vehicles;
- construction of 657 metres of noise barrier;
- construction of underground pedestrian passageway;
- construction of tunnel viaduct;
- erection of 2.44 km of installation;
- erection of 914 metres of fence for the protection of amphibians.

International corridors crossing our country are the main part of the Lithuanian road network. Road E262 of the Transeuropian network, merging on Lithuanian territory with main road A6 Kaunas–Zarasai–Daugpilis, is one of the links of network of the European transport corridors. There are still some sections of this road falling behind the requirements for international roads. The main objective of the project is the improvement of road technical parameters, adapting them to the growing traffic volume, the improvement of traffic conditions, the preservation of harmony with environment..
After performing of works foreseen in the strategic development programmme for road E262 of the Transeuropian network the following benefits will be achieved:
· improved image of Lithuania as a transit state;
· improved road traffic conditions;
· reduced accident rate;
· reduced vehicle operating costs;
· slower pavement degradation and longer pavement service life;
· lower costs of routine maintenance.

Construction of Skyway in the Direction of Kaunas–Klaipėda and Klaipėda–Kaunas at the Jakai Junction
The Jakai roundabout is an entrance gate to Klaipėda, the most northern ice-free port of the Baltic Sea, and the only port in the Republic of Lithuania. It is also the distribution point of the flows of holidaymakers coming to the Lithuanian seaside. It is one of the most important regions in the road infrastructure of Lithuania as it contains one of the largest local and transit traffic flows of goods and passengers. The main part of these flows is distributed on the roads Vilnius–Kaunas–Klaipėda, Klaipėda–Liepaja and Kaunas–Jurbarkas–Klaipėda, which cross at the Jakai junction. The junction is also part of IXB Transport Corridor which is an important connection in the European Union.
The goal of the project is to reconstruct the road sections which do not meet the requirements set for transport corridors as well as to ensure safe and comfortable traffic conditions conforming to the level of traffic volumes, the road significance and international standards. When the Jakai roundabout reconstruction works are completed, the infrastructure of roads, joining European transport corridors, will be improved and the following benefits will be achieved:
· Improved image of Lithuania as a transit country
· Improved traffic conditions, especially during the summer season
· Reduced negative environmental impact
· Reduced accident rate
· Improved business conditions in the Klaipėda free economic area and in the seaside region
· Reduced vehicle operating costs.
The following works will be completed under this project:
· Construction of a new skyway (length km 0.317) in the direction of Kaunas–Palanga on the second level
· Construction of a new skyway (length km 0.552) in the direction of Palanga–Kaunas on the third level
· Construction of a new road and reconstruction of the existing road – km 4.54
· Construction of pedestrian and cyclists paths (length km 1.55)
· Construction of noise barriers (length km 1.10)
· Reconstruction of road engineering networks and installation of lighting on the Jakai junction.

Road A1 Vilnius–Kaunas–Klaipėda is the part of Pan-European IXB transport corridor and the main transport connection between East and West. The reconstruction of road section 13.30–19.60 km is urgent in order to fit TEN-T network roads to increasing traffic volume. This road section crosses the Grigiškės residential area. Huge transport flows from Grigiškės and other surrounding residential areas as well as intensive international transit flows take this road section to Vilnius. Intensive pedestrian and cyclist traffic moves along this road section.
When implementing the project, the road section crossing Grigiškės is reconstructed into a 6-traffic-lane road. The following works are being carried out: pavement is strengthened and widened, new connecting roads are constructed, the bridge is reconstructed, a grade-separated intersection, underground crossings, walkways and cycle tracks are constructed and other traffic safety and environmental protection measures are implemented. The following benefits will be gained upon the project implementation:
- improved traffic conditions;
- reduced accident rate;
- reduced vehicle operating costs;
- improved transit traffic conditions,
- shorter travelling time;
- reduced environmental impact.
On 18 February 2011 the Agreement of financing and administration of the project No VP2-5.1-SM-01-V-01-007 “Reconstruction of Road E85 (Vilnius–Kaunas–Klaipėda) of Transeuropean Road Network. Reconstruction of road section through Grigiškės (Stage II)” No 1F-33 was signed between the Lithuanian Road Administration under the Ministry of Transport and Communications, Transport Investment Directorate and the Ministry of Transport and Communications of the Republic of Lithuania.
