 “Gravel Road Paving Programme. I stage.  East-Lithuanian (Alytus and Marijampolė) Regions”
 
        The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
        Contract Agreement of works of the Project “Gravel Road Paving Programme in the years 2007-2008, East-Lithuanian Regions, Package 1” with the Contractor JSC “Alkesta” was signed on 31 of July 2007. Total value of the signed Contract Agreement of works – 35.8 million Litas (including VAT).
        Up to 30 of November 2008 the Contractor JSC “Alkesta” in Alytus and Marijampolė regions covered with asphalt 17 road sections, total length of which is 48.57 km of the gravel roads.
        In this Gravel Road Paving Programme implemented in the years 2007-2008, there are 15 sections with 6 m wide asphalt cover, and 2 sections with 7 m wide cover.
         The 7 m wide cover is recommended on those sections where the volume of traffic is more than 500 vehicles/per day or is close to this limit and also in the sections, which cross the settlements.
          An Agreement No. 6-15-3-484 for financing and administration of the Project No. VP2-4.4-SM-01-V-01-008 “Gravel Road Paving Programme. I stage.  East-Lithuanian (Alytus and Marijampolė) Regions” between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 21 of November 2008.  According to  this Agreement the budget of eligible expenditures of the Project is 35 658 527 LTL (with VAT); and to finance the eligible expenditures of the Project 28 520 000 LTL from  the European Regional Development Fund are allocated. During the Implementation of Project “Gravel Road Paving Programme. I stage.  East-Lithuanian (Alytus and Marijampolė) Regions” the wealth was assigned to the enterprises SE „Alytaus regiono keliai“ and SE „Marijampolės regiono keliai“ which manage, use it and have it at their disposal according to the order of legislation.
         48.57 km gravel roads in the Alytus and Marijampolė  regions, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation. After having improved technical parameters of infrastructure the considerable shrinkage of negative impact on the environment of the means of conveyance is expected.

“Gravel Road Paving Programme. I stage.  East-Lithuanian (Panevėžys and Utena) Regions”
 
         The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
        Contract Agreement of works of the Project “Gravel Road Paving Programme in the years 2007-2008, East-Lithuanian Regions, Package 2” with the Contractor SC “Panevėžio keliai” was signed on 25 of July 2007. Total value of the Contract Agreement of works – 88.42 million Litas (including VAT).
         Up to 30 of November 2008 the Contractor SC “ Panevėžio keliai ” in Panevėžys and Utena regions covered with asphalt 29 road sections, total length of which is 95.05 km of the gravel roads.
          In this Gravel Road Paving Programme already implemented in the years 2007-2008 there are 29 sections, 14 of which cross the settlements, 13 sections, planned to cover with asphalt connect the settlements and 3 sections join national and trunk-roads.
          An Agreement No. 6-15-3-481 for financing and administration of the Project No. VP2-4.4-SM-01-V-01-009 “Gravel Road Paving Programme. I stage.  East-Lithuanian (Panevėžys and Utena) Regions” between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 21 of November 2008.  According to  this Agreement the budget of eligible expenditures of the Project is 86 934 523 LTL (with VAT); and to finance the eligible expenditures of the Project 71 160 000 LTL from  the European Regional Development Fund are allocated.          The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
        Contract Agreement of works of the Project “Gravel Road Paving Programme in the years 2007-2008, East-Lithuanian Regions, Package 3” with the Contractor JSC “ Lemminkainen Lietuva ” was signed on 22 of April 2007. Total value of the Contract Agreement of works – 40.125 million Litas (including VAT).
         Up to 30 of November 2008 the Contractor JSC “Lemminkainen Lietuva ” in Vilnius region covered with asphalt 11 road sections, total length of which is 36.96 km of the gravel roads.
          In this Gravel Road Paving Programme already implemented in the years 2007-2008 there are 11 sections, 8 of which cross the settlements, 4 sections, planned to cover with asphalt connect the settlements and 4 sections join national and trunk-roads.

During the Implementation of Project “Gravel Road Paving Programme. I stage.  East-Lithuanian (Vilnius) Region” the wealth was assigned to the enterprise SE „Vilnius regiono keliai“, which manage, use it and have it at their disposal according to the order of legislation.
         36.96 km gravel roads in the Vilnius region, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation.         The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
        Contract Agreement of works of the Project “Gravel Road Paving Programme in the years 2007-2008, West-Lithuanian Regions, Package 1” with the Contractor SC “Kauno tiltai” was signed on  23 of July 2007. Total value of the signed Contract Agreement of works – 70.49 million Litas (including VAT).
         Up to 30 of November 2008 the Contractor SC “Kauno tiltai” in Kaunas and Tauragė regions covered with asphalt 19 road sections, total length of which is 58.92 km of the gravel roads.
         In this Gravel Road Paving Programme already implemented in the years 2007-2008 there are 19 sections, 16 of which cross the settlements, 15 sections, planned to cover with asphalt connect the settlements and 4 sections join national and trunk-roads.
        In this Gravel Road Paving Programme there are 15 sections with 6 m wide asphalt cover, and 4 sections with 7 m wide cover.          58.92 km gravel roads in the Kaunas ir Tauragė regions, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation. Total value of this Contract Agreement of works – 50.59 million Litas (including VAT).
         Up to 30 of November 2008 Contractor JSC “Šiaulių plentas” according to the Contract Agreement in Šiauliai region will cover with asphalt 13 road sections, total length of which is 44.30 km of the gravel roads.
         In this Gravel Road Paving Programme already implemented in the years 2007-2008 there are 13 sections, 10 of which cross the settlements, 7 sections, planned to cover with asphalt connect the settlements and 2 sections join national and trunk-roads.

         44.30 km gravel roads in the Šiauliai region, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. West-Lithuanian (Klaipėda and Telšiai) Regions” with the Contractor JSC “Žemaitijos keliai” (works carried out in Telšiai region) was signed on 5 of September 2007. Total value of this Contract Agreement of works – 21.46 million Litas (including VAT).
         Up to 30 of November 2008 Contractor JSC “Žemaitijos keliai” according to the Contract Agreement in Telšiai region covered with asphalt 7 road sections, total length of which is 18.69 km of the gravel roads.
         Contract Agreement of works of the Project “Gravel Road Paving Programme. I stage. West-Lithuanian (Klaipėda and Telšiai) Regions” with the Contractor JSC “Hidrostatyba” (works carried out in Klaipėda region) was signed on 19 of October 2007. Total value of this Contract Agreement of works – almost 25 million Litas (including VAT).
 
         Up to 30 of November 2008 Contractor JSC “Hidrostatyba” according to the Contract Agreement in Klaipėda region covered with asphalt 16 road sections, total length of which is 25.37 km of the gravel roads.
         In this Gravel Road Paving Programme already implemented in the years 2007-2008 there are 23 sections, 20 of which cross the settlements, 8 sections, planned to cover with asphalt connect the settlements and 1 section join national and trunk-roads.
        In this Gravel Road Paving Programme there are 22 sections with 6 m wide asphalt cover, and 1 section with 7 m wide cover. The 7 m wide cover is recommended on those sections where the volume of traffic is more than 500 vehicles/per day or is close to this limit and also in the sections, which cross the settlements.
          An Agreement No. 6-15-3-480 for financing and administration of the Project No. VP2-4.4-SM-01-V-01-013 “Gravel Road Paving Programme. I stage.  West-Lithuanian (Klaipėda and Telšiai) Regions” between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 21 of November 2008. According to  this Agreement the budget of eligible expenditures of the Project is 45 978 254.39 LTL (with VAT); and to finance the eligible expenditures of the Project 27 600 000 LTL from  the European Regional Development Fund are allocated. During the Implementation of Project “Gravel Road Paving Programme. I stage.  West-Lithuanian (Klaipėda and Telšiai) Regions” the wealth was assigned to the enterprises SE „Klaipėda regiono keliai“ and SE „Telšiai regiono keliai“, which manage, use it and have it at their disposal according to the order of legislation.
         58.92 km gravel roads in the Klaipėda and Telšiai regions, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation. After having improved technical parameters of infrastructure the considerable shrinkage of negative impact on the environment of the means of conveyance is expected.

“Gravel Road Paving Programme in the Years 2006-2008, East-Lithuanian Regions”
  
        The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
         This programme consists of the two projects:
·         „Gravel Road Paving Programme in the Years 2006–2008, 1 package“;
·         „Gravel Road Paving Programme in the Years 2006–2008, 3 package“.
In the gravel road paving programme to be implemented in the years 2006-2008 it was planned to cover with asphalt 34 sections, total length of which is 118.28 km.
    On the sections to be reconstructed medium roughness IRI of gravel road pavement was from 7 to 12 m/km. In this programme 6 m wide road pavement was constructed on 31 section of the road and 7 m wide road pavement – on 3 sections.
         The 7 m wide cover is recommended on those sections where the volume of traffic is more than 500 vehicles/per day or is close to this limit and also in the sections, which cross the settlements.
          118.28 km gravel roads in the Alytus, Marijampolė, Panevėžys and Utena regions, paved with asphalt cover will contribute to the objectives of implementation of higher quality business environment and more effective social cohesion. Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation.             An Agreement No. 6-15-3-456 for financing and administration of the Project No. VP2-4.4-SM-01-V-01-007 “Gravel Road Paving Programme in the Years 2006-2008, East-Lithuanian Regions” between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 31 of October 2008.  According to  this Agreement the budget of eligible expenditures of the Project  is 68 232 763 LTL (with VAT); and to finance the eligible expenditures of the Project 57.977 mln. LTL from  the European Regional Development Fund are allocated. During the Implementation of Project “Gravel Road Paving Programme in the Years 2006-2008, East-Lithuanian Regions” the wealth (eligible expenditures) of 65 969 144 LTL (with VAT) (sixty five million nine hundred sixty nine thousand one hundred forty four litas) was created. The wealth was assigned to the enterprises SE „Alytaus regiono keliai“, SE „Marijampolės regiono keliai“, SE „Panevėžio regiono keliai“ and SE „Utenos regiono keliai“ which manage, use it and have it at their disposal according to the order of legislation.

  Contract Agreement with the Contractor JSC “Alkesta“ was signed on 30 of June 2006. Price of the Contract makes up 26.967 million Litas (including VAT). 
  Completion of works according to the Contract Agreement is planned at 31 of October 2008; however the Contractor JSC “Alkesta” up to 1 January 2008 has already covered with asphalt all 13 sections of roads in Alytus and Marijampolė counties the total length of which makes up 39.90 km of gravel roads:

Proper state of road infrastructure will improve connection between settlements and district centres, reduce expenses of infrastructure maintenance and exploitation of the means of conveyance and will shorten the time of transportation. After having improved technical parameters of infrastructure the considerable shrinkage of negative impact on the environment of the means of conveyance is expected.
            An Agreement No. 6-15-3-457 for financing and administration of the Project No. VP2-4.4-SM-01-V-01-002 “Gravel Road Paving Programme in the Years 2006-2008, West-Lithuanian Regions” between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 31 of October 2008.  According to  this Agreement the budget of eligible expenditures of the Project  is 108 364 996 LTL (with VAT); and to finance the eligible expenditures of the Project 92.11 mln. LTL from  the European Regional Development Fund are allocated. During the Implementation of Project “Gravel Road Paving Programme in the Years 2006-2008, West-Lithuanian Regions” the wealth (eligible expenditures) of 107 633 236 LTL (with VAT) was created. The wealth was assigned to the enterprises SE „Kauno regiono keliai“, SE „Tauragės regiono keliai“, SE „Šiaulių regiono keliai“, SE „Klaipėdos regiono keliai“ and SE „Telšių regiono keliai“ which manage, use it and have it at their disposal according to the order of legislation.

The project is financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
 
Lithuanian national roads play a significant role, connecting international transport corridors. The traffic of high intensity goes through these roads, also the transit traffic. At the moment the carriageway of the part of national roads is less than 6 m wide, i.e. does not meet the requirements of lowest - the fifth class. Car drivers, when surpassing another car sometimes have to go to the gravel roadside, which causes a hazard to the safe traffic. As traffic volume increases it is necessary to reconstruct these roads, also the other roads of 6-7 meter wide carriageway, situated on the access of districts’ centres and other larger settlements. Due to the wearing out of the pavement some of these roads have to be not only widened but also reinforced. 
The list of projects, approved by the Order No 3-62 of 21-02-2007 of the Minister of Transport and Communications of Lithuanian Republic, financed with assets of structural assistance of the European Union has stipulated that for the project Development of Connections to International Corridors in the years 2007-2013  315 mln. Lt will be allocated, 204.5 mln. Lt of which will constitute the means of European Regional Development Fund assistance. The project of two stages Reconstruction of Roads of National Significance is a part of the project Development of Connections to International Corridors and will enable to implement one of the major tasks in the programme of the Economic Growth’ Actions, drawn up by the Government of Lithuanian Republic and approved on 30 of July of 2007 by the decision of European Commission – to improve technical parameters of the transport infrastructure of national and regional significance.
 The Project Development of Connections to International Corridors. Reconstruction of Roads of National Significance (I stage) (hereinafter referred to as the Project) is started to implement at the end of 2007. The value of contract agreements, signed for the project implementation - 153 383 mln. Lt.  The works were carried out in Alytus, Marijampolė, Vilnius, Klaipėda, Telšiai, Tauragė and Šiauliai counties and completed at 30 of November 2008.
In the Project the pavements of these sections of national roads were reinforced:
         · road No 102 Vilnius-Švenčionys-Zarasai from  36.0 to 42.92 km;
         · road No 107 Trakai-Vievis from 9.0 to 15.0 km;
        · road No 164  Mažeikiai -Plungė-Tauragė 11.0-20.0 km, 21.97-25.54 km, 128.16-134.00 km;
         · road No 150 Šiauliai-Pakruojis-Pasvalys 2.0-24.0 km;
     Also the bridges over Šiladis (9.81 km) and Kruoja (15.36 km) rivers were reconstructed on the road No 150 Šiauliai-Pakruojis-Pasvalys.
     The road pavement was reinforced and widened up to 8 m on these sections of national roads:
          · road No 131 Alytus-Simnas-Kalvarija 3.10-8.55 and 52.45-57.12 km;
          · road No 166 Plungė-Vėžaičiai 34.20-35.54 km;
          · road No 182 Marijampolė-Liudvinavas-Krosna 1.02-7.98 km.
The carriageway of the road on the regional road No 2202 Klaipėda-Veiviržėnai-Endrijavas on the section from 19.5 to 26.01 km was widened up to 7 meters; and also the bridges over Dovinė (5.5 km) and Šešupė (7.28 km) rivers were reconstructed on the road No 182 Marijampolė-Liudvinavas-Krosna.      
The Agreement for financing and administrating No 6-15-3-458 of Project No VP2-4.4-SM-01-V-01-005 The Development of Connections to International Corridors. Reconstruction of Roads of National Significance (I stage) (hereinafter referred to as the Project) drawn up between the Lithuanian Road Administration under the Ministry of Transport and Communications, the Transport Investment Directorate and the Ministry of Transport and Communications was signed on 31 of October 2008. According to this Agreement the budget of allocated assistance of European Union for the Project is 46 959 000 Lt, and the Lithuanian Road Administration has assumed an obligation to allocate for the Project up to 105 471 388 Lt from the Road Maintenance and Development Programme.  
After the execution of abovementioned reconstruction works the conditions of traffic improved, time of travelling shortened, road maintenance and vehicles’ operational costs reduced.

The Contract Agreement of the project Development of Connections to International corridors. Reconstruction of Section from 10.0 to 16.0 km of the road Vilnius-Utena was signed with the tenderer JSC Lemminkainen Lietuva on 5 of June 2008. The value of the signed agreement is 41 198 797 LTL (forty one million one hundred ninety eight thousand seven hundred ninety seven litas) including VAT.
The Agreement for financing and administrating No 6-15-3-455  of Project No VP2-4.4-SM-01-V-01-006 The Development of Connections to International Corridors. Reconstruction of Section from 10.0 to 16.0 km of the road Vilnius-Utena  (hereinafter referred to as the Project) drawn up between the Lithuanian Road Administration under the Ministry of Transport and Communications, the Transport Investment Directorate and   the Ministry of Transport and Communications was signed on 31 of October 2008. According to this Agreement the budget of eligible expenditures of the Project is 43 700 471 Litas (incl. VAT), and from the European Regional Development Fund up to 37 145 400  Litas (incl. VAT) are allocated to finance the eligible expenditures of the Project.
 
The contractor JSC Lemminkainen Lietuva will reconstruct  a section from 10.0 to 16.0 km of road No A14 Vilnius-Utena  until 30 of June 2009.  The beginning of  the section of the road A14 to be reconstructed is 10.00 km,  the Vilnius city limit until 16.0 km (end of section) at the junction with road No 172 Raudondvaris-Giedraičiai-Molėtai.
The reconstruction of section from 10.0 to 16.0 km of the road Vilnius-Utena is a road widening and  strengthening; therefore the following works will be  carried out: installation and construction of piles, embankment, drainage system, rain water disposal systems, pedestrian and cycling path, slip roads and one level intersections, bus stops, lighting, traffic-lights, safety islands, retaining walls, road signs. Roadside drainage fixing works, reconstruction of a communication line, reconstruction of an 0.4 kV electricity supply line and a pipeline, pavement marking, reconstruction of the bridge over Riešė river at 14.4 km -  reconstruction of a bridge into a metal culvert  – a  corrugated steel tube (21.63 t) will be performed as well.   
  
In the project of reconstruction of section from 10.0 to 16.0 km of the road Vilnius-Utena an improvement of the road infrastructure’s technical parameters is planned, which will help to implement these objectives:
 
· to increase road throughput (construction of 4 lanes);
· to increase the strength of the designed pavement to the maximum axle load 11.5 t/ axle;
· to reduce vehicles’ operational costs;
· to reduce the air pollution and the level of traffic noise;
· to reduce the rate of accidents;
· to improve the conditions for local business and the mobility of working force;
· to shorten the time of transportation.

Development of Roads (E85 Lida–Vilnius, E272 Vilnius–Panevėžys, E272 Panevėžys–Šiauliai and E272 Šiauliai–Palanga) of Transeuropean Transport Network in the Years 2004–2006
 
Additional TEN-T links make the important part of Lithuanian road network. They join the European transport corridors and also serve as transit roads. Due to the lack of funds the mentioned roads in the last decade have been developed episodically, paying the main attention to transport corridors. However, the traffic volume, including international traffic, has been increasing. There are still many sections falling behind the requirements for traffic volume and axle load. The main objective of this project – to reconstruct these sections and to ensure safe and convenient traffic conditions in conformity with the level of traffic volume, road significance and international standards. Implementation of works planned in the Strategic Development Program of roads (E85 Lyda –Vilnius, E272 Vilnius–Panevėžys, E272 Panevėžys–Šiauliai and E272 Šiauliai–Palanga) will improve infrastructure of roads, linking the European transport corridors and will result in the following benefit:
·          better and higher quality road traffic conditions;
·          reduced accident rate;
·          reduced vehicle operating costs;
·          strengthened road pavement structure;
·          slower pavement degradation and longer pavement service life;
·          lower costs of road repair and routine maintenance;
·          reduced negative environmental impact.

Main roads are the roads of international communication in Lithuania. Though there are still (many) sections falling behind the requirements for international roads. The main objective of this project – to reconstruct these sections and to ensure safe and convenient traffic conditions in conformity with the level of traffic volume, road significance and international standards. After completion of works foreseen in the strategic program for Transeuropean network road E28 Vilnius–Marijampolė, the infrastructure of roads connecting European transport corridors will be substantially improved. It is anticipated that the benefit of E28 Vilnius–Marijampolė road  reconstruction is as follows:
·          better and higher quality road traffic conditions;
·          reduced accident rate;
·          reduced vehicle operating costs;
·          strengthened road pavement structure;
·          slower pavement degradation and longer pavement service life;

       The project was financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure“, instrument VP2-4.4-SM-01-V “Improvement of Technical Parameters of State Roads and Railway Infrastructure“.
       The Contract Agreement of the project Development of Connections to International Corridors. Reconst-ruction of Section from 4.0 to 12.1 km of the road Klaipėda–Palanga was signed with the tenderer JSC Žemaitijos keliai on 30 of June 2008. The value of the signed agreement was 131 811 416 Litas including VAT.
       The contractor JSC Žemaitijos keliai reconstructed the section from 4.0 to 12.1 km of road No A13 Klaipėda-Liepaja until 30 November 2009. The beginning 0.00 km of the main road No A13 Klaipėda-Liepaja is at the junction with highway A1 Vilnius–Kaunas–Klaipėda (the Jakai intersection) and the end point - at 45.26 km (on the border of the Latvian Republic). The beginning of reconstructed section is at 4.00 km up to 12.1 km (end of section).
       The Agreement for financing and administrating No 6-15-3-455 of Project No VP2-4.4-SM-01-V-01-001 The Development of Connections to International Corridors. Reconstruction of Section from 4.0 to 12.1 km of the road Klaipėda–Palanga (hereinafter referred to as the Project) drawn up between the Lithuanian Road Administration under the Ministry of Transport and Communications, the Transport Investment Directorate and the Ministry of Transport and Communications was signed on 31 of October 2008. According to this Agree-ment the budget of eligible expenditures of the Project is 128 634 377 Litas (incl. VAT), and from the European Regional Development Fund up to 111 156 877.60  Litas (incl. VAT) are allocated to finance the eligible expenditures of the Project.
       The contractor JSC Žemaitijos keliai carried out works for 123 806 558 Litas ( incl. VAT).
       According to the Project, it is was reconstructed the road A13 Klaipėda–Liepaja section from 4.0 to 12.1 km, widening the road pavement to the four lanes carriageway, 3.75 m each. It includes the following works as well:
              constructed not typical slip roads –  6 units;
              constructed an intersection – 1 unit;
              constructed or reconstructed grade-separated intersections:
                   - at 6.30 km, constructed the Tauralaukis intersection with viaduct;
                   - at 10.96 km, reconstructed the Normantai intersection with viaduct.
              reconstructed the viaduct on the junction with railroad at 11.4 km point;
              reconstructed the bridge over the river Danė.
 
       The road was fenced with metal crash barriers; plastic marker posts erected; eight units of concrete culverts constructed.

The project has been financed from the European Union Structural Assistance Funds 2007–2013 according to the Economic Growth Action Plan Priority 4 “Essential Economic Infrastructure”, instrument VP2-4.3-SM-01-V “Improvement of Road and Railway Network by Ensuring Traffic Safety and Reducing Negative Impact on the Environment”.
 
An Agreement for financing in 2007 of the Project No. VP2-4.3-SM-01-V-01-001 “Implementation of Traffic Safety and Environmental Protection Measures” (hereinafter – the Project) between the Lithuanian Road Administration under the Ministry of Transport and Communications (hereinafter – Road Administration), the Transport Investment Directorate and the Ministry of Transport and Communications was signed on 24 of December 2008. Following this Order of Allocation and Administration of the EU Assistance all works of the Project were financed from the European Regional Development Fund and the funds of Road Maintenance and Development Program.
 
To ensure traffic safety is one of the most important measures reducing environmentally-unfriendly impact of the traffic means on society en environment. Main purpose of this Project is to install traffic safety measures, providing safe traffic conditions on the roads in accordance with the level of traffic intensity and international standards.
 
The implementation of the Project helped to reach the following goals and tasks of the harmonious national development:
       - development of stable transport system: increasing traffic safety, decreased number of traffic victims, construction of cycling paths;
       - society health protection: reduction of mortality in the traffic accidents, stimulation of bigger physical activity among people;
       - improvement of environmental quality: after cycling paths are made less cars will be used for local communication needs, therefore a decreased level of air pollution and of noise coming from the road will be possible.
       The Contract Agreement for the implementation of the Project works was signed with the Contractor SC “Kauno tiltai” on 24 of October 2008. Total value of the signed Contract Agreement – 29.3 million Litas (including VAT).
 
According to the contract Agreement the Contractor SC “Kauno tiltai” has reconstructed 13 junctions as well as has constructed 14 pedestrian and cycling paths of the total length of 20.674 km on the roads of national significance in Šilalė, Jurbarkas, Pasvalys, Joniškis, Rokiškis, Radviliškis, Šiauliai, Kaunas, Prienai, Vilkaviškis, Alytus, Vilnius and Molėtai regions up to 30 September 2009.

The project is financed from the European Union Structural Assistance funds 2007–2013 according to the Economic Growth Action Plan Priority 5 “Development of Trans-European Transport Networks“  instrument VP2-5.1-SM-01-V “Enhancement of the Permeability of Trans-European Road Infrastructure. Improvement of Technical Parameters".
 
International corridors are the most important part of Lithuanian Road network. Though there are still sections, needed to be reconstructed to ensure convenient and safe traffic conditions in conformity with the level of traffic volume, road significance and international standards. After performing of works foreseen in the strategic development program the infrastructure of IXB transport corridor, part of which the road E85 (Vilnius – Kaunas – Klaipėda) is, will be improved and the following benefits will be achieved:
·          improved image of Lithuania as a transit country;
·          improved traffic conditions;
·          reduced accident rate;
·          reduced vehicle operating costs;
·          strengthened road pavement structure;
·          slower pavement degradation and longer pavement service life;
·          lower costs of road repair and routine maintenance.

12.14 km of gravel roads asphalt paved in the Vilnius region will contribute to the objectives of the implementation of higher quality business environment and more effective social cohesion. Proper condition of the road infrastructure will improve the connection between settlements and district centres, will reduce the costs of infrastructure maintenance and exploitation of the means of transport and will shorten the time of transportation. It is expected that the improvement of technical parameters of the infrastructure should considerably reduce the negative impact of the means of transport on the environment.

The Agreement for financing and administrating No 1F-166 of Project No VP2-4.4-SM-01-V-01-014, The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage), (hereinafter referred to as the Project) drawn up between the Lithuanian Road Administration under the Ministry of Transport and Communications, the Transport Investment Directorate and the Ministry of Transport and Communications was signed on 2 December 2009. According to the Agreement up to 146,786,894 LTL from the European Regional Development Fund (EU Structural Funds) are allocated to finance this Project.
 
This Project consists of the following four Contract Agreements:
 
1. The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage), 1st Agreement. Contract Agreement No S-20 was signed with the Sole Contractor JC Panevėžio keliai on 10 February 2010. The value of the signed agreement was 9.483,393.84 LTL (including VAT). The Contractor reconstructed the section from 39.65 to 48.10 km of road No 121 Anykščiai–Troškūnai–Panevėžys and the bridge over the river Nevėžis on 44.14 km until 11 August 2010.
 
2. The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage), 2nd Agreement. Public procurement of this Project was divided into two parts, i.e. the suppliers had an opportunity to submit tenders for both parts, for Part I (Part I: the reconstruction of the section from 15.46 to 20.0 km of road No 146 Raseiniai–Šilinė), and for Part II (Part II: the reconstruction of the section from 34.58 to 44.07 km of road No 155 Kuršėnai-Mažeikiai).
  • Contract Agreement No S-37 on the works of Part I was signed with the Sole Contractor JC Kauno tiltai on 19 February 2010. The value of the signed agreement was 5.948,674.42 LTL (including VAT). The Contractor reconstructed the section from 15.46 to 20.0 km of road No 146 Raseiniai–Šilinė until 14 January 2011.
  • The Contract Agreement No S-45 on the works of Part II was signed with the Sole Contractor LJC Šiaulių plentas on 25 February 2010. The value of the signed agreement was 22.910,197.41 LTL (including VAT). The contractor reconstructed the section from 34.58 to 44.07 km of road No 155 Kuršėnai-Mažeikiai until 14 December 2010.
 
 
3. The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage), 3rd Agreement. Public procurement of this Project was divided into two parts, i.e. the suppliers had an opportunity to submit tenders for both parts, for Part I (Part I: the reconstruction of the section from 8.55 to 21.6 km of road No 131 Alytus–Simnas–Kalvarija), and for Part II (Part II: the reconstruction of the section from 44.8 to 50.8 km of road No 131 Alytus–Simnas–Kalvarija).
  • Contract Agreement No S-577 on the works of Part I was signed with the Sole Contractor LJC Alkesta on 8 December 2009. The value of the signed agreement was 37.928,858.33 LTL (including VAT). The Contractor reconstructed the section from 8.55 to 21.6 km of road No 131 Alytus–Simnas–Kalvarija) until 9 November 2010.
  • The Contract Agreement No S-578 on the works of Part II was signed with the Leading Partner of the company LJC Alkesta on 8 December 2009 (another Partner – JC Kauno Tiltai). The value of the signed agreement was 31.383,534.00 LTL (including VAT). The contractor reconstructed the section from 44.8 to 50.8 km of road No 131 Alytus–Simnas–Kalvarija) until 28 September 2010.
 
4 The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage), 4th Agreement. Contract Agreement No S-1314 was signed with the Sole Contractor LJC Šiaulių plentas on 5 November 2008. According to this Contract the sections from 22.06 to 27.8 and from 30.35 to 34.58 km of road No 155 Kuršėnai–Mažeikiai as well as the bridges over the Eglesys and Dabikinė rivers have been reconstructed until  13 October 2009.  
 
According to the provisions of the Agreement for financing and administrating No 1F-166 the services of preparation of technical projects and technical supervision of the first three agreements of the Project The Development of Connections to International Corridors; Reconstruction of the Roads of National Significance (2nd Stage) were financed from the assets of EU structural funds.
 
During the project implementation the assets at the value of 135.335,442.35 LTL (including VAT) (one hundred and thirty five million three hundred and thirty five thousand four hundred and forty two Litas and 35 cents), out of which eligible costs make up 130.580,370.30 LTL (one hundred and thirty million five hundred and eighty thousand three hundred and seventy Litas and 30 cents) (including VAT) and non-eligible costs make up 4.755,072.05 LTL (four million seven hundred and fifty five thousand seventy two Litas and 5 cents) (including VAT), were transferred to and recorded by SC “Alytaus regiono keliai“, SC “Marijampolės regiono keliai“, SC “Panevėžio regiono keliai“, SC “Tauragės regiono keliai“ and SC “Šiaulių regiono keliai“, which administer, use and hold the assets by trust law and according to the procedures set in legal acts.

      On 30 December 2009 the Agreement No 1F-204 for financing and administration of the project No. VP2-4.4-SM-01-V-01-021 “Gravel Road Paving Programme. Stage II. Regions of Western Lithuania (Klaipėda and Telšiai)’’ was signed between the Lithuanian Road Administration under the Ministry of Transport and Communications, Transport Investment Directorate and the Ministry of Transport and Communications of the Republic of Lithuania. According to this Agreement the budget of eligible expenditures of the Project was up to 43 416 439,59 LTL (including VAT); and from the European Regional Development Fund up to 43 416 439,59 Litas (incl. VAT) were allocated to finance the eligible expenditures of the Project. Realized eligible cost was 40 669 479,83 Litas (incl. VAT).
 
      The gravel roads paved with asphalt will contribute to the objectives of the implementation of higher quality business environment and more effective social cohesion. Proper condition of the road infrastructure will improve the connection between settlements and district centres, will reduce the costs of infrastructure maintenance and exploitation of the means of transport and will shorten the time of transportation. It is expected that the improvement of technical parameters of the infrastructure should considerably reduce the negative impact of the means of transport on the environment.

The Agreement for financing and administrating No 1F-156 of  Project No VP2-4.4-SM-01-V-01-015 "Reconstruction of  National and Regional Roads" (hereinafter referred to as the Project) drawn up between the Lithuanian Road Administration under the Ministry of Transport and Communications, the Transport Investment Directorate and  the Ministry of Transport and Communications was signed on 23 November 2009.
 
According to the Agreement up to 68,938,952.00 litas (inc. VAT) from the European Regional Development Fund (EU Structural Funds) were allocated to finance this Project. Realized EU structural funds was 56 330 201,59 litas (incl. VAT).
 
This project consists of the following contract agreements for reconstruction:
 
1. Reconstruction of Lithuanian National and Regional Roads. Reconstruction of Section from 55.74 to 62.88 km of the Road No 102 Vilnius-Švenčionys-Zarasai. The Contract Agreement No S-1195 was signed with the Sole Contractor Limited JSC Aukštaitijos traktas on 12 September 2008.  According to this contract the section from 55.74 to 62.88 km of the road No 102 Vilnius-Švenčionys-Zarasai has been reconstructed. On 3 December 2009 the section was approved by the Commission as exploitable. The total value of the works performed makes up 16,482,205 litas (including VAT).
 
2. Reconstruction of Lithuanian National and Regional Roads. Reconstruction of the Section from 18.30 to 24.01 km of the Road No 5004 Varėna-Matuizos-Valkininkai.  The Contract Agreement No S-922 was signed with the Sole Contractor Limited JSC Alkesta  on 15 July 2008. According to this contract the section from 18.30 to 24.01 km of the road No 5004 Varėna-Matuizos-Valkininkai has been reconstructed. On 19 August 2009 the section was approved by the Commission as exploitable. The total value of the works performed makes up 9,729,320 litas (including VAT).
 
3. ,,Reconstruction of Lithuanian National and Regional Roads. 3rd Agreement.
Reconstruction of Lithuanian National and Regional Road Pavement. Reconstruction of the section from 39,2 to 45,2 km of the Road No 140 Kaunas-Zapyškis-Šakiai’’. Contract agreement No S-293 was signed with the Sole Contractor JSC Alkesta on 14 June 2010. The Contractor has to reconstruct the section from 39,20 to 45,20 km of road No 140 Kaunas-Zapyškis-Šakiai until 13 January 2011. The value of the the works performed makes up 5 585 924,50 LTL (including VAT).
 
4. Reconstruction of Lithuanian National and Regional Roads. 4th Agreement. The public procurement was divided into three parts, i.e. the suppliers had an opportunity to submit tenders for every part separately, for the Part I (Part I: the reconstruction of the section from 4.35 to 7.90 km of the road No 2212 Klaipėda-Triušiai-Kretinga), for the Part II (Part II: the reconstruction of the section from 0.00 to 4.89 km of the road  No 2216 Slengiai-Baukštininkai) and for the Part III (Part III: the reconstruction of the sections from 0.36 to 1.54 km and from 2.12 to 7.71 km of the road No 2312 Kretinga-Raguviškiai-Budriai). Contract Agreement on the works of Part I was signed with JSC ,,Lemminkainen Lietuva“ on 16 April 2010.  The Contractor has reconstructed the section from 4,35 to 7,90 km of road No 2212 Klaipėda-Triušiai-Kretinga. The value of the the works performed makes up 6 223 476,56 litas (including VAT).Contract Agreement on the works of Part II was signed with JSC ,,Hidrostatyba“ on 15 April 2010. The Contractor has reconstructed the section from 0,00 to 4,89 km of road No 2216 Slengiai-Baukštininkai. The value of the the works performed makes up 7 689 085,22 litas (including VAT). Contract Agreement on the works of Part III was signed with JSC ,,Lemminkainen Lietuva“ on 16 April 2010. The Contractor has reconstructed the sections from 0,36 to 1,54 km and from 2,12 to 7,71 km of road No 2312 Kretinga-Raguviškiai-Budriai. The value of the the works performed makes up 10 320 787,92 litas (including VAT).
  
In addition, according to the provisions of the Agreement for financing and administrating No 1F-156 the services of preparation of technical projects and technical supervision of reconstruction works were partly financed from the assets of the European Regional Development Fund.
 
Technical supervision services contract was signed with VĮ ,,Problematika‘‘ on 19 April 2010. The contract was financed only from  the European Regional Development Fund. The contractor provided technical supervision services of reconstruction works of following objects:
 
the section from 39,20  to 45,20 km of road No 140 Kaunas-Zapyškis-Šakiai;
the section from 4,35 to 7,90 km of road No 2212 Klaipėda-Triušiai-Kretinga;
the section from 0,36 to 1,54 km of road No 2312 Kretinga-Raguviškiai-Budriai;
the section from 2,12 to 7,71 km of road No 2312 Kretinga-Raguviškiai-Budriai;
the section from 0,00 to 4,89 km of road No 2216 Slengiai-Baukštininkai.
 
The value of the the technical supervision services performed makes up 1 434 682,48  LTL (including VAT).
